Mark Whitcher, CEBS
President & CEO
As President & CEO, Mark's responsibilities at RBS include business strategy, planning and overall operations. He has over fifteen years of experience in retiree health benefits and active employee benefits across all market segments, specialties and functions. Mark has assisted Fortune 500 firms, universities and municipalities with benefit plan structuring, strategic healthcare consulting, contract negotiation, plan pricing, financial analysis and valuation. His areas of product expertise include: Pharmacy benefit plans for active employees, self-funded PBM contract negotiations, PBM RFPs, Medicare supplement plans, Medicare Advantage plans, Employer Group Waiver Plans and other Medicare Part D plans, Health Reimbursement Arrangements, Health Savings Accounts, Voluntary Employees’ Beneficiary Association Trusts, early retiree (pre-65) health and welfare plans and ancillary benefits such as dental, vision and life.

Sharing his experiences beyond the offices of RBS, Mark has delivered presentations and participated on numerous panels at industry conferences.

Prior to RBS, he was a senior banker with Broadview International LLC, a global mergers and acquisitions investment bank focused on the technology, communications and media industries. While at Broadview, Mark completed 29 transactions totaling over $2.5 billion in consideration across multiple industry sectors. These included a broad variety of transactions such as cash tender offers, cash-for-stock and stock-for-stock mergers and acquisitions, minority investments, divestitures, asset purchases and cross-border transactions.

Mark received a B.S. degree in Economics with a concentration in Finance from the Wharton School of the University of Pennsylvania. He also earned the Certified Employee Benefit Specialist designation from the International Foundation of Employee Benefit Plans and the Wharton School.
